Java edition cartographers should have a guaranteed item frame trade.

At expert level, Cartographers have the chance to trade you item frames, but this chance is very very low since it seems like each color of banner has an equal chance of becoming a trade as the item frame, meaning you have about an 11% chance of getting the frame trade(1 - (16/17)^2).

Since you can already get banners from shepherds and cartographers are the only way to trade item frames, it seems reasonable to do what bedrock does and make this trade guaranteed or at least weigh it much more heavily so it has fighting odds vs the 16 different banner colors.

This would be a major quality of life improvement for player that for whatever reason play without killing passive mobs, or just players that like having lots of item frames.

  This certainly needs more attention... But hey, we get Camels - until someone points out the cruelty of keeping them captive to be ridden by multiple people at once and PR pulls a 180 on them.
