Simple Explanation:
You should be able to indirectly waterlog rails, meaning if you place water, it flows through the rail instead of being blocked, waterlogging it without making it a source block.
Complicated Explanation:
In 1.17, rails are being given the function of being able to be waterlogged. This is a great feature. However, this gives an opportunity to use rails as a completely new feature.
In the latest snapshot (20w46a), if you place a rail in a source water block or a source water block in a rail, it waterlogs the rail, causing it to flow.
You should be able to place water, and if it flows to the rail, it does not stop. It goes over the rail without breaking it. This allows for a non-source-waterlogged source blocked, which (to my knowledge) is not currently in the game.
