copper blocks become hard powered from any redstone

now i'm not a very technical player and haven't played with redstone that often so i might be completely wrong here but as i understand it if redstone is running directly into a block its hard powered so my thought was even if something like a rail or a torch on another block. the cooper becomes hard powered and if another hard powered block is next to copper than the copper becomes hard powered. this makes sense because of coppers conductivity and it might be useful in redstone
