Armor has less protection when hit where you aren’t wearing it
So let’s say your opponent has an iron chest plate. You target the chest plate and hit. They take only 76% of the damage (fun fact: each armor point blocks 4%) so then you hit them somewhere else and the armor only blocks half as much making them take 88% of the damage. This would add some skill for aiming if they don’t have a full set.
one con though is that you could fill the gaps with real trashy leather armor and get the benefits of both pieces as well as them not being able to get around it. Maybe giving leather armor a buff like gold in 1.16 would be a good thing.
