How connecting natural healing to the movement?
Like, making it so you regenerate faster when you stay still, and slower when you are running.
For example (Running - 60% regen, walking - 100% regen, staying still - 140% regen)
I think that would make PVP more interesting, forcing people to decide whether they want to run and avoid attacks, or find a way to stay still and regenerate. It would make people think twice before they start playing tag, and also it would make potions of healing/regen more valuable.
Also bonus from staying still shouldn't apply when you are in combat to prevent unnecessary prolonging of combat.
