Buff the enchanted golden apple to regeneration III/IV like in 1.3

The enchanted golden apple have been nerfed in 1.9 because of saturation boost. Now that saturation boost is gone, the golden apple should be buffed to match the behavior in 1.3.1, because right now, an enchanted golden apple can't counter balance the effects of a pufferfish.

I think that enchanted golden apple should be buffed to regeneration IV or III (because of absorption IV).

    I approve this, because now that potions got a role again on PvP, enchanted golden apples, which are rare and difficult to obtain, should get these buffs.

    For me, the regeneration could be III or IV, since I'm not counting modified servers or PvP servers, but instead survival worlds and servers.
