When looking at the multiplayer scene in Minecraft, most people who play online do so in 1.8.9. This is due to the better combat system when it comes to Player v. Player combat. Since that update though, there have been a great number of additions to the game (Elytra, Crossbows, Shields, Tridents, Mending).
From someone who actively plays online a lot, this bow change will not go over so well with that community. In Bedwars and Skywars, it is a real strategy to be hidden in a location pulling back the bow scoping out a bridge. There are defensive measures that already exist and/or can be added to make this strategy less effective, though taking this issue out of the bow user is not a good way to resolve this issue. What about the people who auto click? Those that use the fishing pole and the sword to speed up their attacking speed? These are all exploited issues, so what do I do? I use my bow.
Charging the bow and holding it is not a very dangerous or effective PVP method and will only result in the online community being stuck back in 1.8.9.
