I think this is an interesting idea. I would suggest making this possible for every block in the game, so you can choose which blocks are unbreakable even on creative with commands.

Use a sword, when in creative you cant destroy a block while holding a sword, but you can still right-click to open the command block menu

This could be something that is an option in command block interface + a block nbt tag that could be added by /blockdata command

FlyDrop98 I never thought of that but I could totally see it as being useful, especially for other similar data-y blocks like structure, maybe even signs? There are lots of times in creative where you can instantly eliminate work in ways that would be impossible in survival. Another useful thing would be adding a confirmation to the /fill and /clone commands if you are filling or cloning over command blocks, just something that pops up in chat warning you before you fill over a whole array of command blocks. I think it would not be too impactful on performance as it essentially does the same thing as the replace parameter.

Luggibumm That does work but it's so impractical that it really doesn't help with the problem. As soon as you go to place a block or do anything else it opens you up to destroying stuff again, so it would not be much help overall. The idea I had was just something overall that completely prevents unintentional destruction of command blocks.
