Currently, enderman are the only mob that can hold and place blocks-a feature that hasn't been expanded upon over the years and is one I think has been neglected. One way to fix this, or at least add some more depth to the feature, is if endermen built shelters to protect themself from rain. The way this would work is that it was raining, then the enderman would check to see if there is any shelter within teleportation radius. If there is, the enderman will teleport to it. If there isn't, the the enderman will either teleport away to repeat the check, or begin constructing a shelter. Using the resources nearby (dirt, grass, etc.), the enderman would build a shelter just big enough to house the enderman, where it would stay until the rain was over, after which the enderman would dismantle the shelter and continue on, teleporting across the landscape. While not adding that much to the game, it would be an interesting addition for a long-neglected mob.
