As of now if a creator wants to add a custom item into a data pack they have to use a pre-existing item. This is problematic because many of these already have functionality.
For example, if someone wanted to add an item that was able to detect the player's click then they would have to use a Carrot on a Stick with it's accompanying scoreboard objective criteria. This would mean though, that the functionality of the Carrot on a Stick would still stay with the item.
An easy way to accommodate for this would be to add functionless items with certain properties. For example:
Non-Stackable - An item with a max stack of 1.
Click Detecting - A Non-Stackable item with a 'use' scoreboard criteria tied to the Use Item key.
Non-Burnable - An item that is unable to burn in fire/lava.
Non-Burnable/Stackable - A Non-Stackable item that is unable to burn in fire/lava.
Even just one of these would make data pack item creation much easier as instead of creating some hacky workaround to create a custom stack mechanic or disable the Carrot on a Stick while riding a Pig one could just add a custom model to one of these pre-existing blank items instead.
