    I think a more intuitive way of implementing this would be a "ground level" setting and a "height variation" setting.

    Ground level would determine the average height of the terrain (63 by default in current release).

    Height variation would be an amplifier for hills and cave generation. Lowering this value would "squish" these features towards the ground level.

    How would this be more intuitive? DepthBaseSize and HeightStretch from 1.12.2 custom worlds already did this. What If I wanted a farlands world that only generated up to Y 128? That's the point of my suggestion.
