I like the idea... but how would it boost you up?
How would you control when you get the boost?
Good idea. Maybe it should be very difficult to get, just not rare?
Yea I didn’t clarify well with the boost. My idea is that it would flap your wings, and it would have the same effect as fireworks, just with a different animation. Also, I like ur idea that it would just be difficult to obtain rather than rare, because it’s already hard enough to get to an end ship.

How about something similar to infinity bow you have a chance to not use a firework up. Tier 3 mean you need 1 firework forever
But what if you have fireworks in your hand?

You cannot use fireworks with this Enchantment, so I recommend getting the third tier as soon as possible. Also no, it is only a treasure enchantment, it can only be found on end ships.
I think that this would be a great addition to the game.

I like the idea but how about from trading with a new ender trader sorta like how you can trade with piglins in the nether and villagers in the overworld you trade with some ender trader that's hard to find and will require quite a bit of resources for it

Honestly I don't see the use for it. I've never had a hard time making rockets and they really don't take up too much space considering you can have a shulker box of them. I'd rather see it extend the duration of tickets than all together get rid of rockets.
I like your idea and what it entails. However, after playing a while after you get an elytra, it becomes very easy to create firework rockets to boost yourself. All you need is a sugarcane farm and a self-made mob spawner (both are easy to make). Once you're at that stage and have tons of rockets, you wouldn't have to wait on a refresh period. I just only see this enchantment being useful right when you get elytra if you don't have those farms setup yet.
I think it is a good idea and how i imagine it working would be like a jump boost elitra hopefully that is how its spelled. Well i rlly like the idea

What button or key would you tap to use it?
You would press LT for Xbox and left click in Java
Cool idea but then it would make fire works usless. Who would use fire works really without them other than if you were making a town and had a big grand opening

That is a wonderful idea! But if you don't use fireworks for redstone, decoration' r flying, what would rockets be used for then? Maybe extra boost?
Perhaps it could be activated by jumping while crouched
If this made the elytra take extra damage I would love this!
