Honestly, I like where this is going, but it almost seems like a 'safe haven'. Perhaps toxic water, that boils out a withering/poisonous steam?

The steaming water and foggy view distance would make this really cool. Maybe the forest could be a mix of crimson and warped. Contrary to your "no light" idea, I think it might need some shroomlights. I feel that this idea mirrors Jule Verne's Journey to the Center of the Earth. Geysers could be created in the center of the ponds throughout the biome using soul sand. This biome could be a natural home for the Phantoms.

Yeah, can we get something dangerous in here, so it's not all happy land.

I think what you described is good, but Piglins should spawn there

Pleeeeeease do it! This is such a great idea and shoul be done. But it would be also cool if it generated in the overworld, as a cave biome, deep down.

yeah, the warped forest is meant to be a "safe haven", so maybe a new hostile mob, or just Zoglins. Since they attack anything, they don't work well in other ecosystems.

Instead of water it should be something like sulfuric acid which would kill the player and take durability from their armor, and maybe for even more danger, a sulfuric creature of some sort, like a deadly worm or something new. I like the idea of a bug or a microorganism like a tardigrade which would survive in this grueling environment

    1. This would be a great opportunity to implement the soulfires and their lore in a more natural way, perhaps this could be an area that attracts hoglins and /or is a breeding ground for striders much like how turtles return to the same beach for breeding. But the soulfires keep the piglins from building and pillaging these creature friendly areas.

2.The steam is a must to keep the strider tadpoles or eggs warm in their vulnerable state before they grow or hatch and seek out the lava ocean as adults.

3.The waters here should have some adverse effect on aquatic life limiting what can spawn (a couple nether fish or mutated fish varieties) alongside being beneficial to strider babies. The water can be enchanted in some way further incorporating the brewing, enchantment table, and soul fire lore from the nether. Frostwalker would either not work here or only have a 2x2 diameter.

4.If this clashes with the warped forest on the safety front, it could be a rare/special variety of warped forests like the podzoil tiaga biome.

    5. If the water survives in the nether that means it obviously has a higher boiling point than overworld water. This means it would never freeze in the overworld even in the coldest of biomes or at least take longer to freeze provided frostwalker is not involved, due to having a lower freezing point.

    6. Finally, perhaps this could be a place where Blazes spawn naturally as hostile mobs and the water here could then be explained by having some sort of blaze powder remnants, you could possibly create a bucket of blaze water straight from the source or by adding a blaze rod to a bucket of water in the crafting screen. This would allow players to terraform the biome or create tanks for the special fish or strider pools. The blaze water could be found in the hoglin pens in the piglin bastions and be used to saturate nethercrop farmlands.

I like the boiling water idea, so it still hurts you but less than lava

I do like the idea of a biome that makes it clear that there is at least some connection between the overworld and underworld outside of portals. maybe this could be a biome where stone and granite naturally occur in some amount, due to the great amounts of molten rock that must have been cooled off by the water.
The nether fish idea sounds fantastic too

This is a really nice idea! This has a lot of potential, but there should be some added danger to balance out the usefulness!

Verdict: You have a vote, but it needs more danger!

Also, make it so that being in the water in this biome gives you regeneration, kind of like BOTW.
