In the current versions of minecraft when a villager is killed by a zombie it has a chance to transform into a zombie villager. The chances are:
0% in Easy
50% in Normal
100% in Hard
Due to the fact that the Village and Pillage update has made curing zombie villagers extremely useful for getting cheaper trades, I propose that either, there should be a 100% chance of transforming into zombie villagers at all difficulties, or the chance should lower as the difficulty increases. eg:
100% in Easy
75% in Normal
50% in Hard
I personally believe that the it should be a 100% chance on all difficulties since It makes sense that villagers transform into zombie villagers, and by removing the 100% chance on hard it may disincentivise many players to play on hard difficulty.
One final suggestion would be to make this a gamerule or world option so players can choose which system to use.
