Foolish Dedication Secret Achievement

So now that the Netherite hoe exists, we need a secret advancement called Foolish Dedication. Its parent would be serious dedication, and it would be a secret achievement. it would not be any different than serious dedication other than you must use a Netherite hoe.

  Or change serious dedication to require a netherite hoe rather than a diamond one.
