Before I start, my opinion on dimensions: always a proponent for diversity, I don't think a series of more and more dangerous dimensions will be fun. I would much rather increase the danger farther from spawn as a way to create new challenges for the player. My proposed dimension model is a ring of eight or so outer dimensions, about equal in danger level, with the end hovering above.
My idea: A dimension made almost entirely out of stained glass. Now, this might get a bit laggy, but it would just be the most gorgeous landscape. It should have vast oceans, soaring cliffs and fjords, mountains, deserts, and of course, caves. No plant life, but crabs will inhabit the beaches.
The portal: build a frame of stained glass blocks, with no two blocks of the same color adjacent, fill it with stained glass panes, and throw a splash mundane potion, or perhaps a potion of invisibility.
Loot: Here, you can get crafting recipes for glass stairs and slabs (or a workplace block which can make them). You would also be able to obtain glass armor, which can be stained in any color and is a little weaker than diamond, with the added ability of *gasp* invisibility compatibility! I've heard lots of people begging for colorable armor, and I think glass is a good choice, as we'll see creative skin designs which use the armor to look like a sort of magical aura. Another interesting item could be "Terran Lenses": special glass blocks which allow you to see through the ground for a certain distance.
