*The "nerfing" weapons to make armor "seem" stronger solution is not the best idea.
How penetration works is when something deals more dmg ... a certain % amount of defense is also taken off per point.
-Example: Enderman (Hard mode) can deal about 5 hearts of dmg (or 10 points). On a full set of diamond armor (which the initial defense is 80%) goes down 70% defense.
***While I do like the idea of making PvE a bit harder it is very unbalanced to heavy hitting mobs.
-Such as vindicator, pigmen, enderman, and especially creeper. (Direct creeper hit can one shot diamond armor in just normal mode. On hard mode it can deal a bit over 9 hearts of dmg in full protection 4 diamond armor... no joke.)
-Now making weapon weaker in dmg just makes a battle a bit longer and tedious.
