Minecart horn

Can you please put a horn on the minecarts? All entities within 10 blocks of the cart in all directions will hear it and get out of the way of the oncoming cart, and if they don't get out of the way, can you please make it so if the cart hits them they take damage, more damage the faster the cart is going, if you hit them with the cart going full speed the entity will get killed on impact
