As of the latest snapshot (19w41a), the way to craft honey blocks is by placing 4 bottles of honey in your crafting grid. In my opinion this is annoying, since those don't stack, and it is too expensive a recipe for one single block.
Instead you should "pour" the honey in-world, This will not only make it 4x cheaper, but also it's a more interesting way to create a block. Additionally, what if the honeyblock is unobtainable by mining (it's a viscous liquid how can you mine that with your hands or a pickaxe?) and instead you right click with an empty bottle to collect it back?
