In any Village, there would be a small chance that any Villager (most of the time it would be Farmers, Nitwits, and regular Villagers, but even the Wandering Trader can spawn with this with a very low chance) would spawn riding a saddled Pig. The Villagers use a Carrot-on-a-Stick to direct the pigs they're riding, but you can still trade with them(There is a limit of how much you can trade though: once you give them 5 emeralds they will dismount to store their trades at home). If a Villager is nearby a Pig with a saddle, the Villager will ride it(the higher the Villager's rank is, the less likely it will ride a pig), and they will dismount at random regardless if it spawned riding or not. The Pig Jockey runs at a slightly (but not significantly) higher speed than the regular Pig, and if either the Pig or the Villager gets attacked by a mob(Zombie, Illager, etc) or the player they will attempt to run away from the threat rather than fight back(because both Pigs and Villagers are Passive Mobs).
Yes, I'm aware this feature can be replicated with commands (I've done this before a few times) and in general sounds like a weird joke, but it does give the somewhat gimmicky feature of riding pigs another purpose besides the "When Pigs Fly" achievement, along with filling a "niche" as a Mob Jockey you can approach (Spider jockeys, Chicken Jockeys, and if they count, Pillagers riding Ravagers are all Hostile) in Survival Mode, so it would be cool if this idea is at least considered in some way.
