    I imagine it will have a different build design, being above ground.
    Also, as you've said, it's going to be much easier to find, so will the mobs be tougher, maybe spawning with simple armour, to slightly counteract the better loot, as spawners, normally, are very easy to conquer.

    @TheIronSniper1 The building design would have to vary quite a bit from our current dungeons. When i first thought of it, the first thing to come to mind was a ruined fort with four towers and a central building. Building style would likely mimic the 1.14 desert villages style but with obvious decay in the walls, towers, and central building. (no holes that leave a single block jump space though, as we don't want these armed mobs (Likely husks or skeletons) to just jump out of the fort and wander away after spawning.) I was thinking maybe three spawners, the central building would likely be two stories with the roof being flat with minimal decor that's about a block or two lower than the towers. One spawner could be by the back of the first floor, by a staircase that would go around and up to the second floor. The second floor would have the other two spawners opposite sides as well as a chest each. A third chest could be in one of the towers, likely hidden behind a staircase that leads to the top of the tower, and to the battlements. it seems fair because it requires you to look in each tower to find that chest, and unless you went and dealt with the spawner first (not to mention natural mobs from the dark) You'd probably have mobs following you as you looked. 

    it's rather simple really, and i could probably go and build an example in a creative world if you liked

    @AlteredXistance Thank you for the description, it was very helpful, and I think it will look excellent. I won't need a built example though.
    One problem I'm thinking about, is exactly how rare will it be, considering that there's going to be three spawners here which would otherwise be hard to find, and useful for making a mob farm?
    Alternatively, I guess there could be a different system, similar to ocean monuments, with prespawned mini bosses. There could be some prespawned zombies in stronger armour, and a few zombies could spawn when you enter, unless you've killed the main armoured zombies.
    I just don't want it to be too easy to get a triple spawner, but regardless, it's an excellent idea.

    @TheIronSniper1 Ah, I never bother with mob spawners so I completely neglected that, I suppose it would have to be rarer then anticipated to counteract it, or perhaps just a reduce of spawner count. The Miniboss idea is nice, but that could mean having to design a new mob for it, though. It would certainly make the area more unique. My best idea for it would be some sort of undead knight captain. An ironclad husk-like creature, a small bit taller than the average husk? Wielding an enchanted iron sword with any low level enchant, such as sharpness 1, sweeping edge 1, or looting 1. Just something randomized. If this so-called knight captain was availible then a set amount of mobs could spawn with it, perhaps just regular husks or skeletons with a leather or chainmail chest plate. Not sure, More to consider about it. If only the spawn chance can be optimized, then I guess a 5.5% chance of spawning could be best. The inspiration for this was actually when i found a zombie village in my world, (there is a 2% chance a generated village will spawn as a zombie one). I hardly ever, but still do on occasion, find them so having it spawn a bit more than that, but not at the amount a normal dungeon does (8 attempts per chunk) would be okay as far as i see right now.
