This is based off of the Notorious Loctus Swarms indigenous to Africa. The Swarms are massive and there are two waves. The Harbingers and the Full wave. They scour the world in search of crops to eat. In Minecraft the swarm would be able to spawn in either a savanna or a Plains biome. When the swarm passes by the player it inflicts the player with momentary blindness. (A attribution to how many are within the swarm. It's actually known to block out sunlight.) The Loctus spawn only in the day and rest in the night. However they are not a constant mob that will always be found. There will be a random chance every 12-20 in game day after the previous swarm that the Harbingers will spawn. Shortly after (2000 ticks) the Full Wave will spawn and proceed to eat any crops that is within its wake. However as previously stated the Loctus will rest. As this occurs they can be killed and gain experience from doing so. (In Africa they would be eaten but that may Ben too extreme for some people.) So instead I propose that they would drop shells that can be used to piece together a flute that will ward off the swarm once. This can Only be used once the Harbingers are spawned and the Full wave has yet to do so. *One Time Use*
