An idea for the Frozen/Cold Ocean Biome, more likely the Deep Frozen/Cold Ocean Biome:
Perhaps something to show up uncommonly in these sorts of biomes would be Frozen Coral Reefs, where they are encased in blocks of packed ice and are either just Dead Corals or a special sort of "Frozen" coral variant which look like grayish blue versions of Corals which can be thawed by placing said frozen blocks in warmer waters (not near ice/warmer then Cold biomes). Sea pickles wouldn't grow in this variant of Coral Reef, this would make these specific structures harder to spot if you're not looking for it specifically.
In these Frozen Coral Reefs there would either be no fish, rare spawns of Salmon/Cod, or special Cold Ocean fish with desaturated colors and possible bio-luminescence, making them essentially moving light sources with the same approximate lighting powers of redstone torches. These would be able to be put into buckets and placed in other bodies of water, but they wouldn't be able to spawn naturally outside cold ocean areas. They would be spawned either solitary or in small groups of 3 or 4 fish at a time.
I feel like these additions would serve to make Cold/Frozen Ocean biomes a bit more interesting and fun to explore for the regular player.
