"One does not simply walk into the dark lands..."
I feel like the overworld needs something to spice it up, that adds to the lore of the game. Dark biomes would stand in contrast to the biomes you typically encounter in several ways and would offer a new challenge to the players who encounter them.
Rarity and Generation
The rarity of Dark Biomes would depend on your distance from the world spawn. They could not exist within 10,000 blocks from spawn. Outside that radius their presence would increase gradually from insanely rare to about as common as jungle. Individual dark biomes would be massive.
Dark biomes would be exactly what they sound like: dark. Shrouded in darkness, day and night would blend into one. They would have a very fantasy feel. Unnatural structures would be their staple, and their landscapes could dip below water level without taking on water, or extend high as natural world generation allows. Think Mordor from LOTR if you want an idea what I'm going for.
Since they would always be dark, hostile mobs could always spawn there. In addition to the normal hostile mobs, these biomes would be home to an assortment of some very nasty magical creatures ranging from around iron golem difficulty to slightly below Wither difficulty. Access to an elytra, potions, and powerful enchantments would be a must.
The intent is to create a place where entering with current top level gear is somewhat like starting out a new world used to be. You might as well be wielding nothing but a wooden sword as night approaches, because your enchanted diamond one is about that useful compared to the dark creatures lurking about. And that pair of elytra is cute compared to the wings on that beast above you.
