Program to update a world, without a minecraft licence

As a server owner, with a server for every snapshot on Java, it would be nice to be able to be able to do the "optimize world" feature straight on my server machine that has no Minecraft installed, and not need to move the file from the server to my personal PC, where I can optimize the world, and then send it back to the server.

If we can just download the jar from the internet to host a server, why cannot we download one for updating the worlds?

Conclusion:
So just make the small part of the game a standalone program (but not remove it from Minecraft).
