How about the captain drops the map, and that chest on a normal shipwreck isn't there? Also totally against moving in water. Perhaps the ship is just found on a beach with a lot of pillagers on it who spawn on world generation? Just a thought.

Maybe their ships would generate as Pillager Outposts do, but over water. Pirate Pillagers (Piragers?) spawn on the ship, but they should know how to ride Minecraft's boats, some should spawn riding on boats nearby the ship and peruse the player!

Also, they should definitely say "Arrr"  instead of Pillager's "Hurr"

What about have the pirates ride in rowboats. They could pair up (two to a boat) and move in groups of 2-5 boats (4-10 pirates) and maybe the captain could have a stylized version of the rowboat. They would be able to dismount and even pair up with pillagers so the pillager could shoot at enemies while the pirate illager can row. Then you would have a fast moving threat to watch out for on the ocean.

Yeah. Pirates would be interesting indeed. The waters are starting to get dangerous already with Drowned and Guardians. Pirates could add a bit more peril.

What if the Drowned attacked the pirates and made drowned pirates!

and with villager ships as well that the illager pirate can raid

and they should add cannons and cannon balls

There there could also be friendly sailers that are like villagers, because they’re friendly, and they could get into fights with the pirates, just like raids, and if you help them win the raid then they give you a reward!

This idea has a lot of potential. The pirates could spawn on a stationary boat and could have very similar mechanics to pillagers such that there is a leader that gives you a bad omen effect. Also, there could be groups similar to patrols that spawn in boats over the ocean. This opens up the door for much wanted larger, more elaborate boats and possible boats with chests.

I think it they were to do this they should make like a harbor and the "ships" are docked there I don't think it's a good idea to have such moving ships but everything else of your idea is great!

They could just be on a stationary boat with matching colours to the pilliger towe, with similar more loot and similar mechanics

What if, when you killed the captain, you could become the new captain and sail wherever you want, or if you took out the whole crew, you could take the ship for yourself. It would also be cool if there were like viking pirates that spawn in villages near the coast and snowy biomes near oceans. They could sail around attacking villages!

We definitely need dynamic water and ships that move in that water.

Here’s how I would do it the whole thing would need to be either like as many commented before hand on a island of some kind, with a similar ship like we see under water but a full one with the sails and all, pillagers would be normal maybe a seafarer outfit instead but still using crossbows, or maybe they could use swords in typical pirate fashion, now the captain of the ship would have to be something simular to what they’ve recently added the Piglin brute, it’s tough like a mini boss it won’t be easy to kill, because it’s hard and a mini boss I think it should drop something unique like the drowned does but this time drop it mostly everytime because these shouldn’t be spawning left right and Center so maybe a cutlass it’s faster than the sword but maybe does less damage, you could right click with it and it could do a powerful attack but it would take time and the durability would decrease more with it.

With the ship to stop it being a code nightmare if it was gonna move, have it be all one thing so like a boat in the game but yeh you can store maybe 2 full double chests of items in it, it is gonna be a rare thing to find and then it would also have a uniqueness to it, also maybe have it be like a anvil it will get wore down and eventually sink maybe, but one thing shouldn’t be added is the cannons because it wouldn’t make sense but everything I’ve said I think it would make sense to Minecraft.

LikePack0 and others make a good point: if you want moving ships, you have to have moving water physics, which should not be the focus of this idea.
I like the idea of being out on open ocean, coming across a nest of small islands (as you do) and on a rare occasion one of the islands having a lagoon obscured from general view by rock (think Skies of Arcadia or the movie The Beach).
The Lagoon has the feel of the pirate town in Hook (did you ever play the old school DOS game in the 90's? fun times) but it is mainly a dock for a stationary pirate ship. a few small boats patrol around the ship / inner perimeter of the lagoon. The only clue you would have that a pirate lagoon is nearby is either seeing it at exactly the right angle, or one of two patrols; each consisting of 3 boats (6 pirates) circling the lagoon 200-500 blocks out. If you manage to get into the lagoon without being seen by a patrol, when combat does start, the patrols will beeline to the lagoon as reinforcements.

If added they can control boats. But also can be found in raids where oceans are near by, and found in Ships (structures that don't move) in the middle of the ocean

in the oceans there are shipwreaks how about normal ships these ship won't be broken and will have pirates the pirates will attack you with cannons a new block. pirates can see you up to 200 blocks away but after 16 they use telescopes. in there chests there is a 60% chance that you will get the golden earing enchantment this encantment will reval anything invisable with the glowing affect and target will target payers so youl never lose them for a munte when you look throuh a telescope with target encantment and look at a mob or a player and press r now that mob has the glowing affect for 1 m autglass will not show the animaton for the spyglass shipwreaks will have zirates thses will see you from 40 blocks away these don't attack you but they will summon ghosts that will pull you down and drown you can stop this by having a water breathing potion but they will suommon effect  sucker therse will get rid of any affect

To distinguish the Pirates from the illagers that we currently have (and then the wider humanoid mobs in the game) they could have a few separate features.

    • They don’t usually cooperate with illagers - an exception to this could be when both a pirate and a pillager near to each other have become hostile to you.
    • They sometimes fight each other - pirates could be trying to get loot from each other.
    • They fish and hunt - pirates should attempt to kill animals like dolphins, fish and squid for their resources. They could also attack guardians and drowned (including the vice versa), adding an element of adventure to the currently pacific oceans.

Too keep this from being a redundant remake of the pillager outpost, what if this is a rare structure that can spawn on beaches (as rarely as shipwrecks) or in the ocean, with illagers with swords (as opposed to axes, bows, magic, and crossbows) and awesome outfits? I think this has potential. Just make sure pirate ships don't move. That would be a huge migraine for the Mojang developers. :(

I love the idea of the pirates sailing a functional ship, however I understand that this could pose some problems. Perhaps this problem could be overcome by creating a mobile block grid that is separate from the rest of the world's grid. This way, the ship could be made of familiar blocks while also being mobile. It would likely require the creation of a new block (like a steering wheel block) that, when left-clicked, allows the player to steer the ship. Naturally, the captain would assume this position until the pirates start a raid. The grid concept would allow for fun features like jail cells, a captain's lodge, and TNT cannons as a replacement for cannonball cannons. It would also allow for a ship to undergo remodeling, as long as the blocks of the ship remain within the ship's portable grid. Possibly, the player could only interfere with the ship's build once they've defeated the pirates. I'm not a coder or anything, so I'm not sure if this concept would work out in terms of coding, but I feel like it's not too far-fetched.

We already have pillagers which sound, act, and spawn similar to pirates.

Naturally generated boat structures on ocean would make them more unique and give a bit of origin to sunken ship, also to the buried treasure

Yeah I would like the ships floating on sea and since we will get (if this idea get's used) items to get our ships floating we could also build our own ships and if we are in creative we spawn Pirate Illagers on it who will use it as a ship or if we are in survival mode we use it to have a sea battle against the illager pirates
