Allow horses to benefit from the player's Frost Walker enchanted boots.

Title says it all. When a player with Frost Walker boots rides a horse, the horse should be able to gallop on top of the water with the Frost Walker effect. This ability should impact the durability of the Frost Walker boots (similar to the Elytra) in order to make the system more balanced and to keep boats relevant in the game.

  Hmm actually, I do not approve of this, but only becuase I would like to suggest something else: Horseshoes for horses, with own enchantments. The Frost Walker buff could be on these.

  Maybe instead, you can enchant Horse armor and it has a chance of getting frost Walker
