I would love it if they added it. Then we can switch version with ease and join servers that are using older versions. Till now we can't change update version if we update the game while Java players can change update versions whenever they want. If Mojang does this I think the bedrock community would love it. After all you are doing parity updates to make Java and Bedrock similar, right Mojang? Please Mojang
Yes! A launcher for BE (at least for the Pocket Edition and Windows 10 devices; I don't know if it can be done on consoles) would be amazing.
The main thing I find it useful for is for playing older versions of Minecraft, since the only way to do that on phones at the moment is to jailbreak your phone or sideload the old IPA/APK file in (which both can cause problems regarding safety, your phone's warranty, etc.), and having a launcher, or some other way to switch game versions, could eliminate this problem.
Another solution is to use the IPA/APK files mentioned earlier. There could be another app (it can be paid for or come with the Minecraft app), which allows you to install the IPA for whichever version you want. This would allow you to have multiple versions downloaded at the same time, but probably wouldn't work because there are so many versions, each requiring their own file, and Mojang may not have access to those old files. Mojang would also need to sign the IPAs (for Apple devices) to let people use them.
Overall, a launcher or some way to switch game versions would be incredible, but sadly may not be possible if Mojang does not have access to the old versions of the game (they could use the files that the community has, but I highly doubt they would).
As mentioned in other places on this site, the launcher would allow you to join servers that run on specific versions, and would also allow you to test things like redstone and technical things in old versions.
