Add negative effect amplifiers to potion effects when using the /effect command you should be able to use negative amplifiers.
Please do a review on this idea because I think it will indeed help map makers out to a lot with creating more types of content and thanks for listening as always.
Examples,

If you do /effect @p jump_boost 10 -1 false it would decrease the player/entity jump height for each level that is -1 until eventually, the player/entity is not able to jump at all when given a low enough amplifier.

If you do /effect @p strength 10 -1 false it would decrease the player/entity attack strength for each level that is -1 until eventually, the player/entity is not able to create any damage at all when given a low enough amplifier.

If you do /effect @p levitation 10 -1 false it would make the player/entity levitate downwards for each level that is -1 until eventually, the player/entity will levitate downwards instantly below when given a low enough amplifier.

If you do /effect @p hunger 10 -1 false it would decrease for the players hunger for each level that is -1 until eventually, the player is not able to get hungry at all when given a low enough amplifier.
- If you do /effect @p slow_falling 10 -1 false it would fall faster and increase for the player/entity for each level that is -1 until eventually, the player/entity will fall and die on contact with any block upon falling on a half slab when given a low enough amplifier.
