They do spawn in hot biomes but they shouldn't drop sand blocks.

If you make husk farms this would make TNT duping less viable or rather I should say less necessary. I agree this should be added.

I think it should maybe be dropped half as often as rotten flesh

An addition that if you have and zombie spawner in the desert they should spawn more in the spawner that drops more sand.

I had this exact same idea- It would motivate players to create biome-specific mob farms as opposed to relying on a single massive general mob farm. It would add a reason for adding zombie variants as opposed to completely different hostile mobs in different biomes. It would also make sand renewable which is much needed for massive servers and anyone who wants to use tons of glass and also preserve their Minecraft environment.

I think that this would be a great change, especially seeing as sand is weirdly one of the only things that isn't properly and legitimately renewable (i.e. not counting wandering villager trades or the end portal block entity dupe bug).
Also, like others have said, it would be more interesting to have to build a biome-specific farm to flesh out your world. There isn't really much reason to build anything in a desert at the moment - maybe this could change it a bit?

(Second also: zombie spawners in deserts should spawn husks, skeleton spawners in tundra biomes should spawn strays, and drowned in underwater caves!)

Do this so you can finally fix TNT duping. It seems like such an obvious solution to people in the technical Minecraft community, but given the nature of the size of the IP that is Minecraft, it is sometimes hard to get these rare good ideas through to the people that have the power to make the decisions.

I agree, as this would make TNT duping less necessary, and would hopefully stop people from using end portal duplication methods

I was just searching for this suggestion, with the goal of posting it myself if it hadn't been made. I'm surprised it has such a low vote count though.

One of the worst things about crafting anything that uses sand or sandstone is that players have to strip whole beach and desert biomes in order to get just enough for their projects – especially on multiplayer worlds. Having an accessible source of renewable sand would cut back on the need to turn beautiful beaches and deserts into wastelands reminiscent of heavily-griefed anarchy servers.

Instead of a "rare" drop, sand should outright replace rotten flesh on the Husk, dropping 0-2 on death (increased with looting enchantments).

Fantastic idea, it would make sand renewable and farmable. Especially now when combined with the crafter, this gives players the opportunity to make TNT automatically to fuel their block farms, which currently use TNT duplication exploits to harvest blocks.
