I feel like in a lot of cases being able to make devices silent would help out a lot for the atmosphere in survival, adventure and creative.
Instead of proposing separate recipes, which has be done in the past, I propose to use an attached block to make something silent.
This block can be a new block or alternatively a new use for the sponge block.

The following is suggested:
A sponge attached to a piston, a dispenser or a dropper makes them always silent
A minecart on a minecart track on a sponge makes the minecart movement silent
A pressure plate on a sponge is silent when activated
One sponge attached to a noteblock, makes this noteblock to play the tone more quietly. With two sponges attached, its even more quietly...
- A sponge attached to a jukebox, makes it play more quiet.
- Optional: A room made out of sponge keeps all the noise (e.g floating water, mobs,...) inside. This way redstone contraptions could be encapsulated. (This last part of my suggestion is optional since it may cause lag depending on the implementation)
We have already plenty of options to make things look nice. Let's also get a grip on all the clicking, ticking, piston squeaking, ton volume, and music volume.
