Change the mob spawning system to only spawn mobs if block light level is 0. Change many light-producing blocks' light values to be 7 less, some notable exceptions:
Sea Pickle -> 2/4/6/8
Lava -> 11
Glowstone -> 12
Sea Lantern -> 12
End Portal Block/Gateway -> 15
Beacon -> 15
Why would this be a good thing? As a substitute for a more powerful lighting engine, this system would allow for greater variation between the lights, both "buffing" some like glowstone, and allowing less lights to be placed in any base.
How it should be done is just changing the values of the blocks and spawning algorithm.
The biggest flaw I see in it is that then, stuff would look less lit up even though mechanically there is no difference. However, I don't think it would be a huge sacrifice. I might be wrong, but I think its at least worth testing. I don't see any other real issues with the idea.
