    By the way:

    This suggestion either would require the player to use a particular resource pack alongside the data pack to have textures for the blocks and items. 

    A different solution could be to add a "fallback texture" to every item an block that is used if the player refuses to use the required resource pack.

    This would also be great if we could add new data values to existing blocks in these same files, that then point to whatever they need to. For example, a skull in bedrock could have new IDs that point to custom player heads, or we could have dataValue 16-31 on glass point to new glass styles.

    This is exactly what i have asked for on twitter a hundred times. Thanks for creating the feature request.

    We should spread the word to gain more votes in this important matter :-)
