I don't see why the current rain method is a problem.  The current Minecraft clouds would be either stratus or stratocumulus, which are both low in the sky and flat in shape.  They both can rain, but they aren't the source of significant rain because they are so thin.  In Minecraft, rain comes from a higher cloud layer that only forms when it starts raining.

I really don't like the idea of it raining in patches as small as 10x10 in Minecraft.  IRL you really only experience how patchy rain can be when you drive at high speeds and can drive out from under the clouds that are raining.  To a lesser extent, you can notice that it is raining off in the distance if you are under the right circumstances, but you have to have the right kind of landscape to be able to see that far.  In comparison, you really can't see all that far in Minecraft.  Even if you have a 15 chunk render distance, that's only 240 meters.  That's not even a kilometer!  Most of the time in real life rain it seems to be raining for as far as you can see, and it often is covering quite a large area.  Because of this, it makes sense to me that Minecraft just simplifies the whole thing by making it so it rains in the whole world at once, at least where it rains.

This would be better if, say:
-The rain clouds were at 20 by 20 blocks up to 100 by 100 blocks and the thunderstorms were 100 by 500 blocks or something like that.

The clouds should really be updated, but not quite like this. I think the clouds should be on multiple levels for one. It's really off putting that only two whole y coordinates of over 200 blocks are clouds. They should be more layered, and more numerous depending on the weather. It always bothered me that the weather would just do what ever it wants, seemingly with no reason. The game really needs a more intuitive weather system, and more types of weather too. Here are a few of my ideas:

Clouds have a spawning system that determines the weather. When clouds cluster enough, it rains. When they cluster too lightly for it to rain, it's overcast, which makes the overworld dimmer, and makes it harder to tell the time.

Wind would be an awesome addition. Nothing too big, I don't want tornados. But a wind speed system would be amazing. At lower intensities it would make great ambient sound, and at higher ones, it would make for a nice added challenge. Higher altitudes would very windy a lot as well.

Storms should be heavily improved. Lightning storms are traditionally scary, just like the dark. But unlike the dark, there's no special reason to fear a storm in Minecraft. They just allow mobs to spawn, makes cool atmosphere and very rarely strikes certain mobs with lightning. Storms should get a special mob, or allow phantoms to spawn regardless of sleep. They should be very windy, as too make it harder to fight off mobs. And should make choppy waters, as to disorient and inconvenience the player. Storms need to be feared!!

I very much agree that weather/clouds need a lot of improving. I have been playing for more years than I can remember and throughout it all the weather has been the same.

Personally I favor WeighedSpider97's idea. It shouldn't be too difficult to pull of and it would make the weather systems of MC magnitudes better.

Also, for those of us who lag a lot while flying in the rain with our elytra, this would open the option for flying above the clouds.

I love this idea, it's much better how it stays under the cloud, making weather local like it is in real life.

I always found it stupid how it rains above them. It also means that you can forecast the weather yourself, you could go outside and look into the distance and go: "Today will be sunny." or "It looks like rain is coming." Maybe in swamp and jungle biomes rain clouds form more often because in real life they'd receive a lot of rain

I do think 10x10 rain is wayyyy to small though.
