    Great idea, you could have baby mobs riding them, because the bigger mobs wouldn't fit

    Add it but make it a really small chance like about the same of riders of apocalipsis. Also it should be a baby skeleton.

    Maybe with commands but if a drowned jockey is a bit much then that is definitely a bit much
