Minecraft waterfalls are so boring and sad to look at. Rather than having to use repeating command blocks that spawn particles at the bottom, water should have its own system where water particles and foam will actually splash and roar sound based on the height of the water column (fall).

This is actually a pretty good idea. If possible, I would suggest making this based on the size of the waterfall, too, not just the height.

A longer fall should give a deeper sound, as well as a wider waterfall. However, the amount of foam should be solely based on the height of the fall.
more particles = more lag
so we would have a bit of a trade off
some people may say that particles may equal lag, but just add texture animations for the water blocks below it

Rushing water should also have a lighter color.
That would be great, but it could create lag, for low-end at least so there should be an option to disable it.
And just make everything about above ground waterfalls look better also, not just a single water source coming out the side of a mountain

It would be cool if they added foam...this could also come with an animation where fishes jump out and back into the water under waterfalls. Or even randomly. This would be good for 1.16
If lag is an issue have an option to disable waterfall effects!
That will make a good addition to Minecraft but the were dose the water fall end one example like stream leading to the ocean and they can be spawn in mega taiga taiga and also planes biome.
It could even be added to the still rivers to make them appear as if they are flowing.
This would be really useful for the new ray traced Minecraft since the water is hardly visible and this would really help it to stand out.

Yeah, its really annoying when you have to use cobwebs to make foam. Then when you are on survival multiplayer, you end up stuck in one which sucks. Foam and mist would be a great addition to water falling in a pond and river and ocean and on the ground.
They should make it that when water falls down to 16 blocks and beyond, there should be foam and mist occuring.

To place the particles, how would the game detect that some water block is the bottom of a waterfall?
But the first thing: need to add a waterfall generation (not one water block in a montain)

There are unused waterfall sounds.
This would be an amazing feature to have in vanilla, I DESPISE how boring Minecraft waterfalls look and I would love to see this implemented as it would be so nice to listen to as ambience...
