This sounds cool, but here are some thoughts on the creatures:

Yeti: Very few mobs in minecraft have multiple kinds of attacks.  The only ones I can think of offhand are the ender dragon (a boss), and the evoker (a special mob that inhabits a structure and never respawns).  I think having three attacks like that is a bit much.

Frostling: Sounds very neat.  But being a slime variant it should probably drop an icy slime type item.  I think having the ability to completely freeze players for 3 seconds upon being hit is extremely overpowered.  Maybe if the player can't walk, but can still turn and hit.  Otherwise I imagine them being inevitable death after being hit once.

Frosty Phantom: Also sounds absurdly dangerous.  Ghasts as a flying projectile shooting mob are bad enough, and they're slow moving and a large target.  I imagine something the size and speed of a phantom that shoots things at you would be near impossible.

Eskimo: The idea is good, but I think it should probably have a name change.  Directly referring to a human group with an enemy in this game is probably not the best idea.

Another idea would be a hostile variant of the overworld polar bear.  It would have slight changes to its model to make it scarier looking.  Red eyes would be an obvious change.  Maybe red around its muzzle and front paws to resemble blood?

What kind of ice would the icicles be made of?  There are three to choose from, after all.

I like the idea of the freezing ice as another damage inducing block in the game.  Maybe frost walker boots provide protection?

Not a fan of this idea. They could easily add all this new frost stuff to already existing biomes instead of making a completely new dimension for it

Here's some things I would recommend adding:

Reindeer (sometimes albino ones for variation)

A boss that is found in that dimension. Maybe something like a Chenoo would work for that, and you'd get different drops or advancements depending on if you saved or killed it.

    Snowstorms

    Hypothermia

Also, you should change the method of getting into the dimension, since lighting a portal with frozen fish is a bit weird. Maybe you build the portal out of some kind of frozen stone, and the item you use to light the portal had a chance of spawning in igloos or sunken ships that happened to spawn in the frozen ocean.

That idea would not fit in minecraft because of The End dimension. I think that we should not have another type of dimension in the game.

One thing to keep in mind for this idea is that, if it has a roof as mentioned alongside icicles, the dimension will be very dark without either an ambient light or a massive number of light sources, which could present its own problems with regards to lag or dark patches further from light sources. Aside from the roof issue, there are some interesting ideas here

I really wish this would happen and get more votes.

If the frostling was the cold equivalent to magma cubes or slimes, wouldn't it make more sense for them to drop snow balls as opposed to packed ice, being that both the magma cubes and the slimes drop magma creams and slime balls respectively?

I like the idea but I think that 4 things should be changed

    1. I agree with ClayGoddessSari on the name change

    2. Add frost ore (mined with a diamond pickaxe). These tools and armor don’t work in the Nether

    3. Netherite anything should not work here (as this is the opposite)

    4. Make ice fortresses or make the igloos like fortresses

i think this is awesome but maybe the portal can be made of crying obsidian I and i think the the yeti can be a boss and the Frostling slows the play with slowness 3

I think that yeti should only have one attack, or else maybe be a boss(like Derpy Pancake mentioned), frostlings, instead of completely freezing a player will apply a slowness effect, and maybe add some sort of graphic of ice around the edge of the screen(like you are freezing). Frosty phantoms would be hard to avoid and normal phantoms are already very strong, so maybe they come out during a snowstorm event or something. I agree that eskimos should have a name change(maybe ice wanderers?), I also think that eskimos should occasionally have a stronger weapon to attack with because otherwise they would only be affective if the player has no bow. The penguins would be nice, but maybe they only spawn on frozen lakes, or near water. The igloos should be better to add a treasure element to this realm, such as having a chest inside. Maybe ice spikes be only in caves because having the whole area be a cave would be difficult. I think freezing ice should only do damage after you are on it for a few seconds, but they would be in big patches, hidden under the snow, making it hard to avoid. If it is really cold in this biome, maybe have it so instead of normal foods, all the fish and stuff are frozen, only healing 50% of their normal hunger amount, and your sword and armor is slightly weaker because of an effect that could be added. This would really help to make the Frostland Dimension a hard to survive dimension, and with chests inside the igloo, maybe you could get high-level gear.

Maybe you could rename this dimension to "The Frozen Abyss" to make it more threatening

The Yeti should be a boss.

Ideas I agree with: Frosty Phantoms being lessened; Frostlings dropping snowballs and causing slowness; Reindeer being added; Eskimo name change; Portal made from crying obsidian; freezing ice; snowstorms/blizzards

Things I would like to see added:
Crystal Foxes - foxes with beautiful white coats and crystal spikes down the center of their backs and glowing yellow eyes
    Bobcats
    Snow Owls
If the portal is made from crying obsidian, an ice variant of portal ruins should be added.

Also, there should be a reason to travel here. My first thought would be a new potion brewed from something only found here. Second would be chests or barrels in igloos/fortresses. Another idea would be a craftable ice chest made from a chest and freezing ice (still trying to think of a use). Lastly would be to have some sort of mob to barter with, possibly their could be friendly and hostile "Eskimos" (need different name) or a fantasy creature like a faun.

I would really like to see this post go through!

What if you had the place enclosed and similarly to how the nether has lava for lighting, have some sort of glowing water... Idk this is just an idea.

Derpy Pancake mentioned in his comment that Reindeer would be a good addition. I like this idea and here's what I think they should consist of: They would be tameable by mounting them. Once tamed, a saddle can be place on them along with horse armor. Similar to a donkey, a barrel (rather than a chest) could be attached. The barrel would be shown under their neck and would fit the same amount (or more or less, idc) as a chest on a donkey. Of course, since horse armor can be attached they're better than donkeys. As food for the reindeer a new item could be added: moss or lichen. They could also eat/be fed ferns and grass to restore health or to breed.
