Spawn rules, underwater builds (was: Sea animal problem)

whenever I try to build a swimming pool, squids and fish always spawn in, why not make a game rule like canSpawn=Squid true/false, so we can adjust and change spawn rules so our underwater builds, swimming pools, and aquariums are not overloaded with mobs, this goes for all editions and version of minecraft
