If the player can mount and control the creature then it that means that it's tamed. It shouldn't be able to eat its own kind but instead why not Kelp. The scales could be able to craft new armor. Also can you make it so that they can pick up 1 block with their legs? I think that would be really cool.

@Blast Burner I've considered the bait suggestion you had.  Kelp wouldn't be accurate cause dragonflies are actually carnivorous insects, and they'll actually eat smaller versions of their kind sometimes (though I changed that here as cannibalism might not be appropriate for Minecraft).  As for everything else, I'd leave that to a mod, and I think there's already plenty of ways to carry around extra blocks or items (i.e. donkeys/mules, shulker boxes, minecarts with chests).

Unless any other insects or invertebrate mobs are added to Minecraft, spider eyes are probably the best lure we have for dragonflies so far.

I see that you've updated your post. I still wish that players could ride on giant dragonflies forever. Perhaps they could be slower then Elytra flying but faster then running for more of a balance.

If the player would have to feed the giant dragonfly bait for every time it would have to fly since it is a living creature, then there could be the balance for the player to ride on them forever.

The point of the temporary riding is that the mob doesn't tolerate being ridden, and the bait is used to distract it and give the player control.  Otherwise, you'd have the player able to fly forever in survival and mess up the limits of the gamemode.
