Make an enchant that can break a mob spawner but you can keep it

So I knew silk touch used to be able to break mob spawers so you can keep the spawners to make a exp farm but they get rid of it. So here’s my idea the only way to obtain an active mob spawner is to use an amethyst pickaxe.To craft is the same way you would craft a regular pickaxe.

    It could be good and annoying at the same time. I think the best solution would be a gamerule to allow players to take spawners or not with silk touch. It would make server owners free to choose.
