Revert copper bulb nerf

Revert the copper bulb nerf in 23w46a, where the bulb updates on redstone ticks. It was a really useful feature and nerfing it would render it useless

    Yes. Mojang, those two blocks were perfect on first snapshot. WHY DID YOU NERF THEM!?!?!?

    It’s utterly baffling that they thought this was what people wanted, absolutely 0 people requested this change and it shows the blatant and ever growing disconnect that Mojang has with their playerbase.
