Add a gamerule to toggle italics in tab list for spectators (Java)

As of 1.20, when viewing the tab list, players in spectator mode will move to the bottom and their names will be put in italics as shown in picture 1. I believe that there should be a True/False gamerule that toggles whether it shows spectators or not. (True being Picture 1, False being Picture 2)

Picture 1 (Moves to the bottom and is italicized).

Picture 2 (Stays in the original place and is not italicized, like in any other mode).
