Chiseled Bookshelves and Command Block ID Removal

Chiseled Bookshelves are still outputting Redstone Signal even when there are no books on the shelf. As for the Command Block ID Numbers, if this is being removed from Minecraft, then we as a Community will need each block that required an ID to be accessible as separate blocks to make up for this. Otherwise it's unfair that we're now being forced to build areas by hand when we're trying to cover a large area in a short amount of time with a block that is no longer accessible through Command Blocks.
